Is credit note required to be collected for any penalty charged on supplier?

If you give Debit Note and Your supplier ll be accepted then receive Credit Note or Get sign in your second copy of Debit Note...
Mr. Raja...can you please quote any rule/ section requiring credit note from Vendor for penalty deducted?
