it will be take effect from as per ICAI From JUNE, 2012
really gov had approved it....?
but there no conclusion by ICAI
who r enter into the upper level of course/ippc if there is lack of basic knowledge....?

I contacted ICAI-Chennai in this regard and they said that in order to make the said Notification (please click here:https://220.227.161.86/26049council15546.pdf) effective, the approval of the Members of Parliament is required.

its approved by GOI w.e.f. 1st August.
It hs been approved already. The new procedure of registeration will be rolled out on 16th August 2012.
