Correction in Bill of entry

My company has imported journals which is tax free from USA. The full amount was paid but the commercial invoice was reflecting just 10 dollars instead of actual amount of journals which was 3906 dollars. This is the matter of 2017. 

I am receiving daily reminders by the banks to submit the correct BOE with actual amount but i am unable to file it as my current boe is reflecting only 10 dollars. 

Please guide me with this as custom department is saying that they cannot amend or revise such old shipment details.

Hello,thank you madam for reply.You approch Customs authority at the Port of  Clearance and request them.They may impose penalty on you.They will reassess the Bill of Entry, after getting internal approval,and you need to pay differential Customs with Interest.

Thanks for responding but unfortunately custom department is not revising the BOE and stating that it is old shipment of the year 2017 and they cannot revise it and it is not under their records. Also, the facts are that journals are exempt from customs duty. 

See madam if the Customs does not have record in their history they can regularise this laps manually.Secondly even if the journal is exempt from Customs duty ,the Bill of entry is required to be filed and assessed but you are not required to py Customs duty.
