I have missed to filed ITR for AY-22-23.
now is it possible to request for Condonation of dalay to file return, It is refund case also ?

Yes, file condonation request u/s. 119(2)(2) IT act, with The Principal Commissioners of Income-tax/ Commissioners of Income-tax (Pr.CsIT/CsIT) with proper reason for condonation.
ITR U is not possible for refund cases ,agree with Mr. Dhirajlal ji
In case refund or loss then application accepted
