all the expenses of employee paid by the employer so electricbill, gas bill and telephone bill paid by the employer so why "telephone Bill" is "tax free perquisite" and gas and "electric bill" why it is not" tax free perquisite"

Gas and Electricity consumed by Employee with his own...
But, Telephone will be used in his work may be some time he will use his own or some time he use in works...
