Composition dealer can not Export , however he can import .
Composition dealer can not make interstate transactions. One needs to convert into regular scheme for dealing into import and export.
He can purchase from inter-state person .
Just confirm with GST Department .
Yes u can make Import Puchase but not Export Sale under Compsoition Levy
