if a person registerd in composition scheme and filed quarterly all returns so he is liable to file gstr 4 annualy for f.y. 2020-21 or not and from f.y. 21-22 compostion dealer should file return quaterly or once in a year annual return

You have to file quarterly CMP 08 , and GSTR 4 Annual return Mandatorly every year , one's you registered under composition scheme .
