GST 6% charged invoice received from MSME party. He is registered under Composite Scheme.
Can they rise Taxable invoice and collect GST from customer?

No , As per notification 02/ 2019 dt 7/3/2019 , Composition. delar can not collect Tax , instead he has to issue Bill of Supply .

Even if he was registered under Composition scheme as per section 10 of the CGST act 2017 ,he can not collect tax and issue tax Invoice .

Composition Scheme Dealers cannot collect GST from their customers as per the Provision of Section 10 of the CGST Act 2017. They cannot issue TAX INVOICE. Instead of Tax Invoice, they are required to issue "BILL OF SUPPLY" as per SECTION 31 of the CGST Act 2017.
