yes he can sale to reg. dealer. dealer has to pay RCM
A composite dealer can sale goods to regd dealer, but he will not be able to pass on the credit so regd persons may not be willing to purchase from composite dealer.
composit dealer can not collect tax from customers, so regd. person will be benefited by this purchase from composit dealer
pls explane
register dealer is not liable to pay RCM if he purchase goods from composition dealer. RCM would be applicable only in the case when registered buys from unregistered dealer.

in your case you need to issue BILL OF SUPPLY.
Cases where a registered supplier needs to issue bill of supply:
- Supply of exempted goods or services
- Supplier is paying tax under composition scheme
