I am a manufacturer cum retailer of fancy lights.My turnover is below 20 lakhs
but I have goods purchased from interstate.Can l opt for composite scheme.

if yourr tunover less than 20 lac , you are not liable to register, but suppose you are register in GST, and adopte comosition scheem , no input tax credit taken in composition scheem, and you are manufacturer ,so you have to pay 5% tax on outward supply. also you can not supply intersate as per composition scheem. the limit of outward supply is 75 lac in composition scheem.

Yes you can as Interstate purchases from registered dealers are allowed for taking benifit of composition Scheme., subject to satisfaction of other conditions as per section 10(2) of GST.

lf some goods imported from foriegn country five years back and lying in the stock can l still opt for composite scheme.
it means i have to clear my all interstate purchases(inputs) stock before adoption of composition scheme.

As per the provsions of GST. If you have interstate outward supplies you are not elegible to opt for composition schme, there is nothing specified about, Import purchase as per my knowlege, so according to me Imported goods in stock woud not be a barrier in opting for composite schme in your case.

provisional basis under clause (b) of sub-rule (1) of rule 24 and who opts to pay tax under
section 10, shall electronically file an intimation in FORM GST CMP-01, duly signed or
verified through electronic verification code, on the common portal, either directly or
through a Facilitation Centre notified by the Commissioner, prior to the appointed day, but
not later than thirty days after the said day, or such further period as may be extended by
the Commissioner in this behalf:
