Can composite dealer purchase from unregistered dealer, here reverse charge applicable or the reverse charge is deferred till october for composite dealer also?

Yes, composite dealer can make unregistered purchase.
At present, reverse charge is not applicable.
Suspended till 30.09.2018, for composite dealer too.
Yes, RCM is suspended till 30-9-2018.
