INC - 9 Or Affidavit are one and same thing
1) You need to notarized the Affidavit accompaying a declartion by first director(s)(declaration also need to be notarized)
2) PAN and Aadhar reauired to be self attested by directors
3) DIR-2 also need to be signed by directors only

Dir2 is not required to be notorized and can I use franking instead of stamp paper

Dear Sir,
as per companies amendment act-2017, the word "affidavit" has been now substituted by word "Declaration" so you can attach the declaration signed from directors without stamp paper
but recently i have incorporated a company in which i attached dclaration with stamp paper, so i am not sure whether the ROC will accept the declaration only without stamp paper, you can take a chance as per your choice in this case(i.e. to use stamp paper or not with declaration)
and DIR-2 is not required to be notarized, it is only required to be signed by directors

The difference between INC-9 and stamp paper is:-
INC-9 is stamp paper along with the declaration on white paper by the director
and
Declaration is only wriiten on white paper by the director which is to be attached with the stamp paper
