taxable person is into establishing renewable energy production solar plant as per the requirements of the client or another taxable person. He has entered 3 agreement with client such as supply, construction and service agreements. He is issuing supply invoices as per the rate of tax of goods. Please clarify whether this amounts to works contract or not. Also clarify if this amounts to works contract then invoice can be issued based on rate of tax of goods. I believe outward tax is 18 %
