Firstly thanks for your reply what you are refering is just a small part as per act say theoritical and the actual procedure say practical is different. Lot of documents need to be submitted. Futher if your understanding would have been so strong you would have easily understood that i have asked for complete procedure and not reference of the Act. Its not necessary that one usually ask for details to sit back tight without doing basic and necessary findings, one may need to cross that check his findings thats why i have posted it in a professional forum. So in case you have any details more than this please share or else do not grumble.
