Change of registered office address within city

Hello Everyone,

I want to know if Form 23 is needed to be filed if the address change of Registered office is within City limits?

I am not clear as read somewhere that Form 23 is required even if there is change in 'muncipal limits' and 'postal offices'

Form 23 is not required if change is within the local limits of the city.
