Chanakya ji is saying that one should not be too honest as they are the people who suffer most. all people take advantage of their goodness.

and in 2nd last quote.... it means that if one doesnt uses the knowledge of the book it is equivalent to a blind man using a mirror to see him i.e. its useless. a mirror for a blind man is useless. in the same way a book if not used properly is of no use.
