An assess is registered in delhi. can cgst input of Delhi can be adjust against cgst input of Mumbai?, In case of rent. As place of supply is Mumbai and Cgst + Sgst is charged on invoice.

No sir, CGST/SGST of one state cannot be utilized in another state.
even through ISD , is it not possible to transfer credit?
