an assesse having a turnover between 60 Lacs and 1 Crore is subject to VAT audit but not Income Tax audit, in such a case is the Chartered Accountant conducting the VAT audit for the assesse supposed to certify the annual report (containing computation,profit & loss A/c & Balance Sheet) as well?

chartered Accountant only certify the VAT audit report not a annual report.
But if client also want from CA to certify annual report then he will conduct tax audit of such client and then he will certify.
