Certified copy of answer book

I applied for certified copy on 26.08.2014(i.e.next day of result).  In this link, ICSI were showing that we will get copy within 10.10.2014. Exactly on 10.10.2014, they extended to  31.10.2014. Last year also  exactly on  31.10.2013, they extended to middle of nov and then to end of nov. Why are they unnecessarily irritating the students.?

I think by pushing continuously 'last date' upto Dec exam ,no one will go to court of law for revaluation.Is that their strategy?

IS CA AND CMA ALSO DOING LIKE THIS?
