Cenvat rebate on imported goods

If some goods are imported & repacked for selling in India market can the importing companny take rebate of CENVAT & SAD?  What minimum amount of processing is must to avail CENVAT & apply excise on the repacked goods?

If an importer has not crossed the thrashold limit of excise & is still not covered under excise can he take rebate of Excise & SAD?

There area few products like FMCG/ white goods where repacking is deemed tobe manufacture. IN case one imports those goods then they can avail the credit of ADC + SAD and pay CED on the finished product ( maybe on MRP less abatement basis) Uless it is branded goods of others, Rs.150 lakhs of value of such deemed manufacture is exempted. In period of exemption credit on material used to clear exempted goods not eligible./

Can work as dealer passing on the ADC/ SAD to the customer s if regd under central excise as importer/ dealer.
