1) After entering payment entry in system.
or
2) After clearance of Cheque in Bank.

CENVAT CREDIT `LL BE AVAILABLE ONLY AFTER CLEARANCE OF CHEQUE.,IF U R PAYING THROUGH CHEQUE.WHERE AS IN CASE OF CASH PAYMENT OR DD, CENVAT CREDIT WILL BE AVAILABLE UP ON PAYMENT.

CENVAT credit of input services available only on payment of input services not on passing just a entry in books
In my view issue of the cheque would be the relevant date. Of course this is in normal course when the same is ent to the service provider or collected by him and not retained.
