if we do not receive excise purchase bill, do we have to charge excise in our sale bill. And can we make one bill with excise duty and other bill without excise duty kindly clarify

You have to charge excise duty from your customers and it is immaterial whether you receive excise purchase bill or not.
If you manufacture an excisable good then you have to charge excise duty on removal of goods from the factory.
its not mandatory to receive excise in purchase bill, but when you sale manufacturing item with purchase items & you have excise no. also so you have to charge in your sale bill.
yes, you can use same book for billing excise or
or without excise sales, but when excise chargable you have to charge it, & you use bill no. upto 9999

what type of  registration is held by seller? 

registered  dealer  /  depot ?  then  they  dont have rights  to  charge any excise ,  but  they can  pass only the  excise  charged by manufacturer to  buyer 

if the seller is holding  a manufacturer status,  then  they have to pay excise  duty,  irrespective of fact  that he  is  unabnle  to take  credit of excise  paid  in abswence of  cenvatable excise  invoice,
