While calculating Capital Gains Of A NRI who sells shares why is Capital Gain (In Foreign Currency) multiplied by buying rate on that date of Transfer and why not the selling rate?

WHY AT ALL ONE NEEDS TO BECOME 'NRI' THEN SELL HIS INDIA PROPERTIES TO REPATRIATE TO THE NEW RESIDENCE OUT OF INDIA, ONE NEEDS TO KNOW NEW RESIDENCE LAWS ALSO TAX ON THE REPATRIATED FUNDS...WHEN SO IS THERE ANY SENSE AND SENSIBILITY IN SELLING IN INDIA AND REPATRIATING!
