First you have to take register in gst then only you can apply for cancellation.

Yes. Moreover one cannot cancel the registration upto 1 year from the date of GST Registration.
Dont file any return for 6 months, file is automatically cancelled.

if cancellation procedure done after six months than what about the penalty for not filling of return.
