online application can be made, but cancelation is not started yet at the portal

First you have to take register in gst then only you can apply for cancellation.

I m already migrated from VAT
but now I have shut down said firm & started new firm

Ok. Then you have to Wait for the notification on Gst cancellation.

Yes. Moreover one cannot cancel the registration upto 1 year from the date of GST Registration.

Dont file any return for 6 months, file is automatically cancelled.

GST cancellation module along with modification in GST core field will be notified soon, so presently we have to wait for notification and then it can be done so. you may refer www.gstkendra.com for GST compliance and free consultation.

I get the same reply from our leading consultant what Rashmi said don't file any return

if cancellation procedure done after six months than what about the penalty for not filling of return.
