Can we login to GST portal from outside India and file GSTR1 AND GSTR3B

You can file GSTR-1 and GSTR-3B from outside India, but you must have access to the registered Indian mobile number (via roaming) or email for OTPs, and possess the physical DSC token if your constitution requires it.

Do we need to make any changes?. I have read in many posts that the ip address from outside india is blocked. Can you please update regarding that.
