No, Input Tax Credit is not Available on Repairs of Vehicle.

The said vehicle's activities not restricted under sec 17(5) then You can claim ITC for the Repairs and Maintenance of Vehicle...

If it's restricted as per the said section then no way for ITC for the repairs and maintenance...
