I do not claim ITC every month, For Aug 2017 to Sept 2018, I claimed ITC in Sept 2018 GSTR3B.
Similarly can I claim ITC from Oct 2018 to Sept 2019 in Sept19 GSTR3B?
Is the rule same or been changed?

yes, you can claim in sep-18 and also you have keep proof of payment to the vendor and reconciliation required between 2a Vs 3B for GSTR 9 for f.y 2017-18
