Please advise if TDS certificate in 16A can be generated from TRACES in case payer has deducted tax @ 20% due to non availability of PAN of deductee and NOTAP1234Q is entered in 26Q.

Form 16A cannot be generated from TRACES if the deductee's Permanent Account Number (PAN) is not available and the placeholder value "NOTAP1234Q" is quoted in Form 26Q.
Compliance Recommendation

Ask the deductee to provide a valid PAN as soon as possible.

File a correction statement in Form 26Q to replace the placeholder PAN (“NOTAP1234Q”) with the correct PAN.

Once the correction is processed and accepted by CPC-TDS, the Form 16A can then be generated successfully from TRACES.
WITHOUT PAN BANK ACCOUNT CANNOT BE OPENED.
Pan is desirable.deduction is mandatory.
