First of all congratulate to your friend for a very big achievement of passing IPC exams in very first attempt.

1. Yes It’s mandatory to register for CA Final and Articleship for those who are clearing their Both groups of IPC. Don’t worry if you are sending only documents for articleship registration. They will sent you a query letter for registration of CA Final.
2. If your friend passing IPC in Nov’13 examination, then he will eligible in Nov’16 for appear in CA Final. (as per requirements to appear in CA Final is completion 2.5 years of Articleship training).
