You can apply for finals registration anytime before submitting the exam form. however it takes a couple of months for institute to process your registration form and thus you must register asap..

also speak to your regional centre by when can you expect your registration confirmation and also will you be able to give the exams..

CA finals attempt will be counted from the day of joining articleship and will be eligible to write CA finals after completing 2.5 years of articleship. However CA finals registration form to be submitted so as to receive acknowledgement before becoming eligible to write exams.
