Why can't people who have taken multiple attempts in CA Final get a rank in the exam? Since their preparation must have be done better. I have only heard of people in Nov 2010 old course attempts get ranks in their subsequent attempts since the subsequent attempts of old course since the were anyway consisting of multiple attempters only. Does the ICAI take attempts into consideration for ranks?

The people taking multiple attempts means they were not upto the mark in their initial attempts. This never implies that they are more prepared with each passing attempt. Rank holders on the other hand generally are first attempters because of their attitude and preparation. They have a winners mindset. Sometimes though, people get exemption in few papers and clear remaining papers in subsequent attempts and therefore not considered for rank.
So a person with multiple attempts can get a rank as well with proper preparation?
Yes definitely! Anyone with good preparation can get rank. ICAI is not biased towards student with multiple attempts
