i want to know that can i submit my ca final examination form signed by any member of CA institute or only from a member holding COP? please clarify it.

u can get signed from any member of icai, it does not matter whether that member is holding cop or not.

Incase you are Under Articles then It should Necessarily be your Principal, Otherwise it can be any Member of the ICAI & if you dont know any CA then you can also get the Form signed from any Govt Gazzeted Officer with his Official Seal & Stamp bearing his Name & Gazzette Employee code Number
