The answer to your question is as follows :-

You can issue c form to the vendor located in maharashtra provided such vendor is a registered dealer under VAT.

C form is Issued by Commercial Tax Dept after each quarter, when we File Qurterly Return. C form is Issued by sales tax dept on the basis of return we filed. But After filing we Submit C form Requirement in prescribed Form with Sales Tax Department.

For C Form u will have to go sales tax office.However, Online C form is also available these days.
