How can we Differentiate Branded Garments from Unbranded Garments?

GST is applicable on all the garments whether it is branded or unbranded, Rate of GST on garments having sale value upto Rs. 1000 will be 5 % and fir above Rs. 1000 will be 12 %

as per earlier decision, branded garments was taxable @ 18%, please clarify
