If the 4th meeting of board is not held due to want of quorum(quorum not present) in the year
Will this be contravene of section 173?

and if meeting is adjourned fr next 30 days which falls in next year
will that still be contravene ?

No, then it will not be contravention since adjourned meeting is continuation of original meeting
