Generally these words are told by the scientists who involve themselves for number of years in new inventions.

In the very first chapters of Accountancy we learn whether it is Science or it is Art. Then we read (but never try to understand) that It is science as well as art.  Art is also not made without many corrections. Science proves something after a lot of exercise. 

A student who is declared unsuccessful in the examinations should learn from the  words quoted by Ayush.  By "declaring someone unsuccessful  through exam results" is not the ultimate result about a person

Nobody can declare a person unsuccessful.
