sir , I have take service by CA Who is not registered in gst, I am liable to pay rcm ?

NO....
Services provided by a Chartered Accountant/Cost Accountant is not a Notified Services under Section 9(3) of the CGST Act 2017. Hence, you are not liable to pay GST on Reverse Charge Mechanism ( RCM ).
Refer Notification No. 13/2017 - Central Tax ( Rate ), dated 28.06.2017.

No... Rcm not applicable for the service received from unregistered CA.

No, for now you need not GST on RCM on inward supplies from a unregistered person u/s 9(4) of the CGST act 2017.
