Whether amount charged for shifting of waste from plant to dumphouse will be considered as freight for RCM purpose.

No, it shall not be considered and it will not be liable under RCM. GTA is defined under the GST act as the one who transports the goods by road and issued the consignment note. In the given case the transporters does not issue any consignment note for shifting charges.
