Applicability of new syllabus of c.a. course

ICAI has declared new syllabus but from which exam it will be apply? and how many attempts old student get?

As per my knowledge institute has not declared any change in ISCA.
Institute not declare specifically but at icai site there are different material for Nov 15 nd onwards. Nd some students said that in that material some new topics are added by icai.
