I think no one can file it. Bcoz, the GSTR 3 form not available in Portal...
GSTR-3 not yet started in GST portal. It will started from 01 Dec...

It's available from 1st Dec-2017
GSTR-3 filed only after last date of GSTR-2 & last date for GSTR-2 is 30 November.
