Their is no such procedure required to be laid down by the institute in this regard. The law is as clear as it was before the judgement..
A person seeking any information which can be accessible under the RTI Act, 2005 (requirement of answer sheet in ur case) is required to file an application with the concerned Public information officer (PIO) (u can find urs at the link ----- https://www.icai.org/post.html?post_id=4741 ----)
The application must be headed as "An application under the RTI Act, 2005" only.
Then u can write in a simple way, what u want exactly with the necessary information which can help getting the information required by u. No reasons are required to be cited in the application. The answer to ur query shall have to be delivered by the institute within 30 days of the deposit of the application. U can alternatively cite the Delhi High Court decision.
