form 15g can be submitted by non-senoir citizens,with following conditions

1)final tax on his estimated total incoome cocmputed as per provisions of incometax be nil

2)aggreagate of interest extra received during financial  year should not exceed basic exemption limit as per prevailent income tax slab rates

So,he can apply for 15g
