I am running a partnership firm and all the income coming though vendors as my Affiliate Commission .
so Do i supposed to pay service tax on my Affiliate earnings which comes from the vendors outside India?
Basily I promote my vendor services though my websites.All Money comes from USA and vendor handled all the sales and billing issue, not me .My sites are not hosted in India , they all are hosted on USA servers .
the agreement/terms of service needs to be reviewed before deciding if it qaulifies as an export of service

This is business auxiliary service. Under given facts, it appears to be export of service . No service tax liability .
