My client have a small firm. he has no GST registration. He received a advocate bill for 50000/-. the advocate asked 18% GST along with 50000/- to be paid. now what is the rule of Advocate bill. If firm is UR then whose liability to pay GST .

You are not liable to pay GST to Advocate as per Entry No 45 of Exemption list

So Do Not Pay  GST Amount to Lawyer

Advocate Services is Exempted In hands of Service Provider. But, The same way It's taxable in the hands of Service Receiver and He will be pay Tax under RCM basis.... 
but sir if service receiver is unregistered then who is liable to pay tax

No Person Liable to Pay GST Tax in above case

As per Notification No.13/2017 dated 28.06.2017  the categories of services on which tax will be payable under reverse charge mechanism under section 9(3) of CGST Act

Hence, Any business entity receiving notified services mentioned u/s 9(3) of Sl. No.2 will be liable to pay GST under RCM

Also GST Registration is required to be obtained by the service receiver,  if he is availing service covered under RCM.
