accrual year of 7th pay commission

Please refer form 10E , you will come to know about calculations

7th pay commission had been enacted in jharkhand with effect from 1.1.2016, & payment for it received in Fy 17-18. my question is the form 16 provided by electricity co does not byfercate that this amount relates to both previous financial yrs i.e 15-16 &16-17 or it it is only for fy 16-17???
what should I do??
