Accounting technician course (atc) procedural related

Hi,

I want to know that if a student not registered with ATC at the time of IPCC and Final, Can he register and claim ATC certificate after completion of 3 years of articleship without any further work experience. If yes, kindly provide the procedure and prescribed fees , for how to apply.
