The Institute of Chartered Accountants of India (ICAI) vide its notification dated 2nd December, 2008 published in the Gazette of India (Extraordinary) dated 3rd December, 2008 has brought into force a new Scheme of Education and Training called Integrated Professional Competence Course. The proviso to sub-regulation (3) of Regulation 37C of the Chartered Accountants Regulations, 1988 which among others, brought into force w.e.f. 3rd December, 2008 provides for grant of Accounting Technician Level Certificate to specified categories of students of the Chartered Accountancy Course. The categories of students who would consequently become eligible for grant of the said Certificate are as follows : -

(a) Candidates who have passed the Intermediate Examination in entirety under the Chartered Accountants Regulations, 1988 and had also completed the prescribed period of articled training including excess leave, if applicable.

(b) Candidates who have passed the Professional Education (Examination II) in entirety under the Chartered Accountants Regulations, 1988 and had also completed the prescribed period of articled training including excess leave, if applicable.

(c) Candidates who have passed the Professional Competence Examination in entirety under the Chartered Accountants Regulations, 1988 and had also completed the prescribed period of articled training including excess leave, if applicable.

(d) Candidates who have passed the Intermediate or first Examination under the Chartered Accountants Regulations, 1949 and had also completed the prescribed period of articled training including excess leave, if applicable.

(e) Candidates who had been exempted from passing the first Examination under the Chartered Accountants Regulations, 1949 and had also completed the prescribed period of practical training including excess leave, if applicable.

Eligible candidates are therefore advised to send in their application duly filled in and signed to the respective regional offices of the Institute, addresses of which are given below :

Southern Region The Sr. Assistant Secretary The Institute of Chartered Accountants of India, “ICAI Bhawan”, 122, Mahatma Gandhi Road, Post Box No.3314, Nungambakkam, Chennai – 600 034.

Eastern Region The Sr. Deputy Secretary The Institute of Chartered Accountants of India, “ICAI Bhawan”, 7, Anandilal Poddar Sarani Russell Street, Kolkata – 700 071.

Central Region The Deputy Secretary The Institute of Chartered Accountants of India, “ICAI Bhawan”, Post Box No.314, 16/77B, Civil Lines Behind Reserve Bank of India, Kanpur (U.P.) – 208 001.

Northern Region The Deputy Secretary The Institute of Chartered Accountants of India, “ICAI Bhawan”, 52, 53, 54, Institutional Area Vishwas Nagar, Shahdara, Near Karkardooma Court, Delhi – 110 032.

On receipt of the application, further action will be initiated and thereafter the candidates will be kept informed.

I am currently reading the notification on the ICAI site. As expected they've posted extracts from the Act and the resolution. One wonders why they can't post a normal article explaining the salient points, instead of this abstruse legal language.

An Accounting Technician. Great. What is the preamble of the same under ICAI? Will we then be treated as a member of the Instt.? What are we then allowed to practice?

Is there a prescribed application form?

As per amendment carried to the regulations vide notification dt 3rd December,2008 all such students who have passed either PE-II or Intermediate Exam and has completed the article training are eligible for grant of Accounting Technician Certificate on making an application . Accordingly all such eligible person are requested to make such applcication.

To add a new dimension to this profession, the Institute of Chartered Accountants of India (ICAI ) will be launching a new Accounting Technician Course. After addressing the students and sharing the case study of turn around of Indian Railways at Harvard University and IIM, Ahmedabad Union Minister of Railways, Shri Lalu Prasad will now be addressing the Accountancy profession and will launch the new Accounting Technician Course here on 10th Dec 08 at 4.00 p.m. at Vigyan Bhawan. Minister of Corporate Affairs, Shri Prem Chand Gupta, will be the Guest of Honour on this occasion.

All companies in India, be it small, medium or large, need trained hands to work alongside the qualified Chartered Accountants so that the functioning of the accounts and finance department in every sector is not only smooth but is also effective. The Accounting Technicians would not only fill the gaps at the operational level, but would also ensure that the value chain in the accounting process does not suffer. With the launch of this course, students who have enrolled for the CA course, but for some reasons are not able to complete the course would have an option of becoming an Accounting Technician. However at the same time, there is a scope for them to acquire CA qualification even after qualifying the Accounting Technician Course.

if i pass PCC and complete my articles do i get an accounting technician certificate.

as ICAI has said b4, Accounting Technicians will be forming a 2nd tier of accountants....so i dont think they'll be able to practice nor will hv any statutory powers....

then what gud this certoficate is going to do for the elegible candidates
