Cost accountants fear their profession may become redundant as the budget has allowed charterd accountants to do excise audit, which was their exclusive domain.

“Allowing chartered accountants to conduct excise audits under sections 14A and 14AA of the central excise act is unfair and an unjustified move, which discriminates against cost accountants,” Kunal Banerjee, president of the Institute of Cost and Works Accountants of India, told News.

He said the Finance Bill had sought to dilute the expertise of cost accountants, whose role had been well defined by Parliament in the cost and works accountants act.
“Audit under sections 14A and 14AA were till now the exclusive domain of cost accountants as these special assignments require particular expertise relating to the application

of cost accounting principles and techniques,” Banerjee said.

The audit under section 14A of the central excise act relates to the valuation of goods for the purpose of the levy of excise duty. The audit under section 14AA relates to the utilisation of Cenvat (central value added tax) credit.

He said that if the intention of the legislature was to equate both professions on an equal footing, “cost accountants should immediately be recognised under the definition of ‘accountants’ in section 288 of the income tax act”.

“Financial audit and income tax audit, which are important areas for a companies audit, are already with chartered accountants. Why are they being allowed to enter the small exclusive domain of cost accountants?” said Banerjee.
Cost audit is a mechanism to provide assurance about the integrity of cost information to regulators and government departments.Auditing

under section 233(B) of the Companies Act 1956, excise audit under Section 14A of the central excise act and special audit under section 14AA of the central excise act are the main revenue generating areas for cost accountants.

 i agree wih  mr. Kunal Banerjee.    Why CAs are  being pampered against  the interest of CWAs.   I think the  ICAI lobby is very strong and  manifests a clear   understanding  with the politicians in this  country.  mera Bharat Mahan?! 

Its sad news for Cost Accountants, not because Chartered Accountants are allowed to do Excise Audit. Chartered Accountants are equally competent to do excise audit and CA Institute has done a very good job to enlarge the area of the work of Chartered Accountants. But Cost Accountant are also having the capability to work in the areas are which are specifically allotted to Chartered Accountants, but ICWAI is unable to convince the government. We can say this is due to the inability of the management of ICWAI and the partial behaviour of parliament and our great politicians and great professionalism of the ICAI,

We should thank the current president Mr. Kunal Banerjee and 3-4 old presidents who have done some good work for ICWAI in their respective tenure at least in job field.

Even in some areas like name change of ICWAI to ICMAI to give the institute a global recognition CWA Institute has tried its best to convince the government but they are not ready to be convinced, they don’t want to see an Institute of India competing at the world level. They are not ready to understand that development of ICWAI will result in overall development of our country. Even after the name change of ICWAI, ICAI is not going to loose anything because they are already recognized worldwide and changing of name does not mean that ICWAI will compete with ICAI. Cost Accountants have their different areas and they can increase their values in the field of Management accountancy.

Whatever is the situation or condition right now, one thing is sure that cost accountants are more capable than the value they are getting presently.

These are my views. All the professions are equally valuable for the growth and development of the country. There is nothing like CA Vs CWA or anything.

 

I dont want to be diplomatic. The clear thing is that the Government is treating ICWAI and ICSI as step son and ICAI is trying to establish monopoly in the market. ICAI thinks that their Members are expert in all areas ( ICAI should start entering into the domain of medical and engineering field. They may include one or two papers in their syllebus and tell the government to give recognition in those field and I am sure that the Government will give it). The Government now should think to dissolve ICWAI and ICSI ( wont dare to do this with Bar Council of India!!), arrerst /' penalise the Company Secretaries and Cost Accountants, and cease their Membership. ICSI and ICWAI Members will find some other lucrative profession such as Carpenter, Plumber, Electrician, etc by getting training on those field.

ICAI should file petition to dissolve ICSI/ ICWAI/ ICAI/ ICFAI/ IIM etc and I am sure that with the blessing of the bureaucrats and politicians they will be able to dissolve the Institutions.

Dont get angry boss....its not the fault of ICAI, they r trying to add more values to the Chartered Accountancy profession whereas ICWAI was sleeping till 2-3 years back...  

Aditya is Right. ICAI is doing work which no other professional body is doing. I have seen various advertisements wherein it is promoting its members, lobbying with government (in fact it is also promoting inter pass persons as accountants who are not chartered accountants).

Rather than blaming ICAI, other professionals must encourage its own institutions to do some constructive work.

I am also of the same view of Mr. Rajesh and and Mr. Aditya. My intention is not to blame the ICAI but to criticise the Government's dual policy and depriving the other profesions. I am not a Cost Accountant but still I feel very bad when I see this step mother attitude of the Govt. There is nothing wrong to give Excise Audit to Chartered Accountants but the Government at the same time should give all tax audit (IT, VAT, CE etc) to all the three professionals CA, CS and ICWA. It will give a level playing field and the most competent person will get the work.
