The said ITC is blocked u/s 17(5) of CGST act. So, it's not possible to take.
Only way to Capitalise the amount.

Sec 17(5) is not applicable for labour quarters.

If your reply is wrong then the Qureist Will be in Trouble , if he take ITC , and unnecessary will receive notice form the department , and he has to reverse ITC with Interest , so this Interest will be unnecessary Cost to his company .
So that is why I said do not be irresponsible to reply query . I am not saying I am correct however I replied as per the Act and requested him to take more Opinion in this regard .
