About gst query
can we file gst returns for the year 2018-19 with fresh registration, if his turnover is 20 lakhs.

When you cross 20 Lacs turnover ?. please month year .
From January 2018
If turnover has crossed the threshold limit of 20lakhs in Jan 18 means registration to be obtained from January I. e in FY 2017-18 itself . if registration obtained later and retuns filed later means it would attract interest for the delayed filing at 18%
